Dugan earned her B.A. in legal studies from the University of Wisconsin-Madison and her M.A. in American studies from Boston College. She later received her J.D. from the University of Wisconsin-Madison. Dugan began working as an attorney in private practice in 2010. She has also served as a referee on attorney discipline cases for the Wisconsin Supreme Court.
