New Hires, Promotions, Partners

Jessica M. Baumgartner, U.W. 2004, has joined Jardine Law Office LLC, DeForest, as an associate and practices in civil litigation. She previously was an associate with Murphy Desmond S.C., Madison.

David L. DeYoung, Marquette 1978, has joined Stifel Nicolaus & Co., Milwaukee, as senior vice president and managing director for Wisconsin public finance. He previously was manager of public finance for Griffin, Kubik, Stephens & Thompson Inc.

Jill Pedigo Hall, Iowa 1982, has been promoted to partner at Gonzalez Saggio & Harlan LLP, Milwaukee, and continues to focus on discrimination and medical leave issues. Marcella S. Spoto, U.W. 2001, and Joshua F. Stubbins, American Univ. 2003 magna cum laude, have joined the firm as associates. Spoto is with the litigation group. Stubbins is with the transactional group.

Pat Houlihan, Marquette 1974, has joined O'Flaherty Heim Egan Ltd., La Crosse. He previously was La Crosse city attorney.

Rebecca T. Labant, Minnesota 2003, has joined Brennan, Steil & Basting S.C., Janesville, as an associate and concentrates in litigation and business transaction law.

Michael L. Johnson, Creighton 2003, has joined the Milwaukee office of Otjen, Van Ert & Weir S.C. and focuses on general liability, medical malpractice, and insurance coverage defense issues.

Kevin P. Malia, U.W. 2003, has joined Reuter, Whitish & Cole S.C., Madison, and concentrates in municipal law, family law, and general litigation. He previously was a senior assistant public defender in Lake County, Ill.

J. Michael Long, Marquette 1995, and Peter W. McCombs, Marquette 1997, have become shareholders of Murn & Martin S.C., Waukesha. Long focuses in telecommunication, real estate, land use, and corporate law. McCombs focuses in business transaction law, real estate, and estate planning. Monica L. Walrath, Marquette 2003, has joined the firm as an associate and focuses in business and real estate litigation and land use.

Ana M. Alfonso Pallikan, U.W. 1999, has been promoted to corporate counsel for Midwest Independent Transmission System Operator Inc., Carmel, Ind.

Gregory J. Banchy, Marquette 1987, has opened the Banchy Law Center LLC, Grafton, concentrating in estate planning and probate. He previously was with Halling & Cayo S.C., Milwaukee.

Steven F. Gruel, U.W. 1985, has opened a second office, at 255 S. Grand Ave., Los Angeles, and continues to concentrate on state and federal criminal defense and all aspects of civil litigation.

Jeffrey S. Krause, Marquette 1996, and John C. Wilets, U.W. 1995, have moved Information Technology Professionals LLC, which focuses on legal technology, to 1377 S. 72nd St., West Allis.

Hopp Neumann Humke LLP has become the Sheboygan office of Milwaukee-based O'Neil, Cannon, Hollman, DeJong S.C. and continues to focus on corporate, estate planning and probate, employment, real estate, litigation, and family law.

John E. Thiel, Missouri-Columbia 1986, has formed Thiel Law Office, 5601 Grande Market Dr., Suite K, Appleton. He previously was with the Appleton office of Godfrey & Kahn SC.

Appointments, Elections

Wayne A. Arnold, U.W. 1974, has been elected Rice Lake city attorney, has been named a Rusk County court commissioner, and is a substitute school bus driver for the Rice Lake School System. He retired after 22 years with the State Public Defender.

The Hon. Richard S. Brown, U.W. 1971, has been named chief judge of the Wisconsin Court of Appeals by the Wisconsin Supreme Court and will begin his three-year term on Aug. 1. He succeeds the Hon. R. Thomas Cane, who is retiring from the court of appeals.

Noah D. Fiedler, U.W. 1995, has been elected to the Muskego Common Council. He is with Hinshaw & Culbertson, Milwaukee, and focuses on commercial and insurance litigation.

The Kewaunee County Bar Association has elected the following officers: president - Steven G. Richards, Casco; vice president - Andrew P. Naze, Kewaunee; and secretary-treasurer - the Hon. Dennis J. Mleziva, Kewaunee.

Jessica King, Thomas Jefferson 2001, has been elected to the Oshkosh Common Council. She is with Steinhilber, Swanson, Mares, Marone & McDermott, Oshkosh.

The La Crosse County Bar Association has elected the following officers: president - Ellen M. Franz; president-elect - Mary C. Lansing; secretary - Patrick J. Houlihan; and treasurer - Nick Passe, all of La Crosse.

Awards, Degrees, Honors

The Eastern District of Wisconsin Bar Association presented several awards at its annual meeting in Milwaukee in April. William J. Mulligan, Marquette 1960, received the Judge Myron L. Gordon Lifetime Achievement Award. He is a partner with Davis & Kuelthau S.C., Milwaukee. James L. Santelle, Chicago 1983, received the Judge Robert W. Warren Public Service Award. He is the Department of Justice attaché to the U.S. Embassy in Baghdad. Andrew N. Herbach, Marquette 1985, and Marie L. Nienhuis, Boston College 1987, received the Judge Dale E. Ihlenfeldt Bankruptcy Award for their work at the U.S. Bankruptcy Court's pro se help desk. Herbach is with Howard, Solocheck & Weber, Milwaukee. Nienhuis is with the Milwaukee office of Godfrey & Kahn. The Judge John W. Reynolds Community Building Award was presented to the Marquette Volunteer Legal Clinic, which provides free walk-in advice and referrals for noncriminal cases.

Douglas H. Frazer, Northwestern 1985, was named a 2007 Burton Award Winner for his article "Absurdist Humor and the Form-Substance Dialectic in Tax Law," published in Tax Notes. Frazer is a tax partner with DeWitt Ross & Stevens, Milwaukee.
