Brewing Land Use Conflicts: Wisconsin's Right to Farm Law
Nuisance law, personal property rights, and agricultural expansions remain unreconciled under Wisconsin's Right to Farm Law. Whatever the outcome of litigation under this law or the constitutional viability of the statute itself, the law is likely to see judicial interpretation - and soon.

Editorial - Is it Time to End the Bar Exam?
In this pro-con approach, authors disagree on whether it is time to end the bar exam and extend the diploma privilege to graduates of all ABA-approved law schools.
By Gene R. Rankin, Steven Levine
The Evolving Judicial Response to the War on Terrorism
Following the terrorist attacks on Sept. 11, 2001, does the United States need to relinquish some civil liberties to remain safe? If so, which liberties and who decides? Does the judicial branch take a back seat to the executive and legislative branches and their determinations on how the nation should fight terrorism? OLR Annual Report - Fiscal Year 2001-2002
This report from the Office of Lawyer Regulation looks at the disposition of grievances against lawyers from July 1, 2001 to June 30, 2002, and presents improvements in the system's decision-making and efficiency due to added staff and the new central intake procedure. More matters are now resolved within 90 days and 180 days than under the prior system.

Practice Tips
State Bar members can seek to create or modify mandatory court forms and can comment on specific forms as they are released during a time-limited review process. While the Records Management Committee will release forms biannually, with forms listed in the Wisconsin Lawyer, lawyers should periodically check the supreme court and State Bar Web sites for new releases.
Legislative Watch
Changes to the Children's and Juvenile Justice codes harmonize Wisconsin law with the requirements of the Adoption and Safe Families Act.
Managing Risk
Don't let fear of failure and a lack of business savvy prompt you to take on marginal clients or practice outside your area of expertise.
