On April 15, 2024, Sean D. Cooper filed a petition to reinstatehis Wisconsin law license. The Office of Lawyer Regulation (OLR) will investigate the eligibility of Cooper for reinstatement of his license and has assigned OLR Matter No. 2024MA571 to its investigation.

Cooper’s Wisconsin law license was revoked on Dec. 10, 2013. The revocation was based on 78 counts of misconduct, including one count of lack of competence under SCR 20:1.1; 14 counts of lack of diligence under SCR 20:1.3; 15 counts of failure to communicate with clients under SCR 20:1.4(a); four counts of charging unreasonable fees under SCR 20:1.5(a); four counts regarding communications with clients about his fees under SCR 20:1.5(b); one count of entering into an inappropriate contingent fee agreement under SCR 20:1.5(c); one count of failing to properly hold trust property under SCR 20:1.15(b)(4); seven counts of failing to refund unearned fees under SCR 20:1.16(d); three counts of making misrepresentations to a tribunal under SCR 20:3.3(a)(1); three counts of disobeying court orders under SCR 20:3.4(c); six counts of engaging in conduct involving dishonesty, fraud, deceit, or misrepresentation under SCR 20:8.4(c); and 22 counts of failing to cooperate with the OLR’s investigations or making misrepresentations to the OLR under SCR 22.03(2) and (6), enforced via SCR 20:8.4(h).

Cooper has the burden of demonstrating by clear, satisfactory, and convincing evidence that he has the moral character to practice law in Wisconsin; that his resumption of the practice of law will not be detrimental to the administration of justice or subversive of the public interest; that the representations made in his petition are substantiated; and that he has complied fully with the terms of the order of his revocation and with the requirements of SCR 22.26 regarding an attorney’s activities following suspension or revocation.

Interested parties may submit written comments regarding Cooper and his petition to the OLR, Attn: Emily Kokie, P.O. Box 1648, Madison, WI 53701-1648. Alternatively, written comments may be submitted via email to emily.kokie@wicourts.gov. Comments must be submitted within 60 days after the date of filing of the petition. All comments will be forwarded to the Wisconsin Supreme Court. If a referee is assigned to conduct a hearing in this matter, all comments will also be forwarded to the referee. Upon completion of the investigation of Cooper’s petition, the OLR will file a response with the Wisconsin Supreme Court. If the OLR does not oppose reinstatement, the OLR will enter into a stipulation for reinstatement with Cooper for direct consideration by the supreme court. If the OLR opposes reinstatement, a referee will be appointed and a reinstatement hearing scheduled.
