    Petition to Reinstate Kevin R. Rosin

    On Aug. 30, 2024, Kevin R. Rosin filed a petition for reinstatement of his license to practice law in Wisconsin. The Office of Lawyer Regulation (OLR) will investigate the eligibility of Rosin for reinstatement of his license and has assigned OLR Matter No. 24MA1247 to its investigation.

    Rosin’s law license was first suspended effective May 25, 2023. This first suspension was based on misconduct that included forming his own firm while still employed at another firm, billing legal work through his own firm rather than the firm that he was employed by, soliciting his employer’s clients to his own firm, collecting and retaining fees through his own firm that he should have billed through his employer, and making misrepresentations to his employer when confronted with questions about his actions.     Rosin’s law license was suspended a second time for six months, to run consecutively to the first suspension, on July 2, 2024. The second suspension was based on additional misconduct, including allowing two employers to believe he was working as a full-time exclusive employee of each firm while he was in fact working simultaneously for, and accepting salary from, each.     Rosin has the burden of demonstrating by clear, satisfactory, and convincing evidence that he has the moral character to practice law in Wisconsin; that his resumption of the practice of law will not be detrimental to the administration of justice or subversive of the public interest; that the representations made in his petition are substantiated; and that he has complied fully with the terms of the order of his suspension and with the requirements of SCR 22.26 regarding an attorney’s activities following suspension or revocation.

    Interested parties may submit written comments regarding Rosin and his petition to the OLR, Attn: Emily Kokie, P.O. Box 1648, Madison, WI 53701-1648. Alternatively, written comments may be submitted via email to Emily.Kokie@wicourts.gov. Comments must be submitted within 60 days after date of filing of petition. All comments will be forwarded to the supreme court. If a referee is assigned to conduct a hearing in this matter, all comments will also be forwarded to the referee. Individuals who submit comments may be contacted by the OLR for more information.

    Upon completion of the investigation of Rosin's petition, the OLR will file a response with the supreme court. If the OLR does not oppose reinstatement, the OLR will enter into a stipulation for reinstatement with Rosin for direct consideration by the supreme court. If the OLR opposes reinstatement, a referee will be appointed and a reinstatement hearing scheduled.

    Notice of any hearing on Rosin's petition will be sent to those requesting such notice. A request for notice of hearing must include the address to which the notice is to be sent, and should be directed to the OLR at either the post office box or email address above.
