This Thursday, Jan. 20, the Wisconsin Supreme Court will hold another
administrative conference regarding the state's attorney discipline
system. The Board of Attorneys Professional Responsibility (BAPR) has
come under scrutiny in the past year after administrative and procedural
differences between BAPR staff and the BAPR board surfaced during last
year's supreme court election campaign.
In the months since, the supreme court has held several public
hearings and conferences on the matter, and commissioned
a study from the American Bar Association's Center for Professional
Responsibility. Numerous interested parties have weighed in on the
matter -- including individual attorneys, the Marquette and U.W. law
schools, and the State Bar -- and advocated everything from radical
overhauls to minimal changes.
The Bar believes that the system is fundamentally sound and not
lawyer-friendly. The newly formed BAPR Structure Committee, cochaired by
President-elect Gary Bakke and attorney Burneatta Bridge has developed
recommendations
to improve the system. These recommendations, along with written
comment from other interested parties, will be reviewed at the
conference.
Thursday's administrative conference begins at 9 a.m. in the supreme
court hearing room at 119 Martin Luther King Jr. Blvd. in Madison. The
court also has reserved Friday, Jan. 21, if needed, to continue its
discussions on BAPR and the lawyer discipline system.
